[국문초록]
‘정부기’는 입법부. 행정부, 사법부 등 정부 기관에서 사용하는 또 다른 국기이다. 현재 사용되고 있는 ‘정부기’의 태극 디자인은 근본적인 여러 문제점을 지니고 있다.
첫째, 현행 정부기의 태극 디자인의 바탕은 ‘음양태극도’인지 ‘삼일태극도’인지가 불분명하다. 왜냐하면, (1) ‘진한 파랑’, ‘선명한 빨강’, ‘흰색’ 3가지 색을 사용하고 있어서 언뜻 보기에는 삼일태극도를 바탕으로 한 것 같지만 면 분할이 3등분 되어 있지 않고, (2) ‘진한 파랑’과 ‘선명한 빨강’을 하나로 묶어서 ‘흰색’과 비교해보아도 음양태극도로 볼 수 없을 정도로 면 분할이 비대칭적이다.
둘째, 역사적으로 발견되는 모든 태극 관련 도상들은 모두 음양 혹은 천지인 삼재(三才) 사이에 균일한 면 분할을 하고 있다. 이것은 음-양, 혹은 천-지-인 가운데 어느 하나가 우위에 있거나 한 것이 아니라 이 둘 혹은 셋의 기(氣) 사이의 어울림과 조화를 상징하고 있기 때문이다. 현행 정부기가 음양태극도를 바탕으로 하였든, 삼일태극도를 바탕으로 하였든 균등한 면 분할이 되어 있지 않다. 따라서 정부기의 태극 디자인은, (1) 태극도처럼 보이지만 근본적으로 태극도라고 볼 수 없으며, (2) 인위적으로 만들어진 것에 불과하다.
셋째, 현행의 정부기 디자인이 ‘음양태극도’를 바탕으로 한 것이라면, (1) 면적의 분할로 볼 때 ‘진한 파랑’, ‘흰색’만으로 표현되었어야 하며, (2) ‘진한 파랑’과 ‘흰색’이 음양을 상징하는 것이라면 분할된 면적은 당연히 같아야 하는데 그렇지 않고, (3) 중간에 띠처럼 들어가 있는 ‘선명한 빨강’은 태극도라는 철학적 의미와 연결된 아무런 의미도 없다.
넷째, 현행 정부기 디자인이 ‘삼일태극도’를 바탕으로 한 것이라면, (1) ‘진한 파랑’, ‘선명한 빨강’, ‘흰색’의 면 분할이 3등분으로 균등해야 하는데 그렇지 않고, (2) ‘진한 파랑’의 꽁무니에 띠처럼 들어가 있는 ‘선명한 빨강’은 태극도의 한 중앙에서 보면 독자적으로 배당된 면적도 없이 ‘진한 파랑’ 부분에 곁들여져 있어서, (3) 삼일태극도로 볼 수도 없다.
다섯째, 결론적으로 현행 정부기는 그간 태극, 음양태극, 삼일태극 등에 대한 여러 학문분야 학자들의 연구 성과를 전혀 참고조차 하지 않고 디자인된 그야말로 “어느 한순간에 인위적으로 만들어진 것”에 불과하다.
정부 차원에서 재검토가 이루어져야 한다. 특히 국가나 정부를 대표하는 상징들이 더이상 이런 식으로 디자인되어서는 안 된다.

A Critical Study on the Taegeuk Design of the Current Government Flag

‘The government flag’ is another flag used by government agencies such as the legislature, the administration, and the judiciary. The Taegeuk design of the ‘government flag’ currently in use has many fundamental problems.
First, it is unclear whether the basis of the Taegeuk design of the current government flag is the ‘Yinyang Taegeukdo(陰陽太極圖)’ or the ‘Samil Taegeukdo(三一太極圖).’ This is because (1) the three colors ‘dark blue’, ‘clear red’ and ‘white’ are used, so it seems to be based on the Samil Taegukdo at first glance, but the face is not equally divided into three parts and (2) the face is asymmetrical beyond the Yinyang Taegeukdo.
Second, all historically discovered Taegeuk-related drawings are divided evenly between Yinyang or cheon-ji-in(天地人) Samjae(三才). This is because either the yin-yang, or the Samjae, is not superior, but symbolizes the harmony between these two or three. Whether the current government flag is based on
the ‘Yinyang Taegeukdo(陰陽太極圖)’ or the ‘Samil Taegeukdo(三一太極圖)’, there is no equal division of the plane. Thus, the Taegeuk design of the government flag is not (1) fundamentally Taegeuk, but (2) it is only artificially made.
Third, if the current design of the government flag is based on ‘yinyang taegeukdo(陰陽太極圖)’, (1) it should have been expressed as ‘dark blue’ or ‘white’ in terms of area division, (2) if ‘dark blue’ and ‘white’ symbolize yinyang, then (3) ‘clear red’ in the middle means nothing.
Fourth, if the current design of the government flag is based on ‘Samil Taegukdo(三一太極圖)’, (1) the face division of ‘dark blue’, ‘clear red’ and ‘white’ should be evenly divided into three equal parts, or (2) ‘dark red’ is independently allocated from the center of Taegeukdo, (3) so It may not be considered to be the extreme of ‘Samil Taegukdo’.
Fifth, in conclusion, the current government flag is only an artificially designed design that is designed without reference to the achievements of scholars in various fields of study on Taegeuk, Yinyang Taegeuk, and Samil Taegeuk.
The current government flag should be reviewed at the government level. In particular, symbols representing the state or government should no longer be designed this way.
